Through the provision of coordinated, compassionate, and highquality services, the Department of Homelessness and Supportive Housing (HSH) strives to make homelessness in San Francisco rare, brief, and one time. The Department provides assistance and support to homeless and atrisk youth, adults and families to prevent imminent episodes of homelessness and end homelessness for people in San Francisco. What We Do

San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing seeks to be a national leader in the movement to end homelessness by developing a coordinated, client-focused system of services, piloting innovative models, and implementing proven solutions with measurable results. Major programs include: street outreach and service connection through the Homeless Outreach Team; 1,500-bed shelter system for adults and families including shelters for members of the LGBT community and survivors of domestic violence; Navigation Centers that provide temporary shelter to chronically homeless individuals using a low-threshold entry model; rapid rehousing rental subsidies for families, adults, seniors and transitional aged youth; the Homeward Bound program which has helped 10,000 individuals return to stable housing in their city of origin; and robust supportive housing programs of nearly 7,400 units which provide permanent housing and services to formerly homeless individuals and families.

What Youll Be Doing The Strategy and External Affairs (SEA) division of the Department of Homelessness and Supportive Housing is responsible for managing governmental affairs, community relations and communications. The team also drives strategic planning, implementation, culture development and partnerships.
Under direction, the Administrative Analyst will act as the project manager for the SEA team. This will include project management, administrative and communications tasks to support the Director of Strategy and External Affairs and the connected team at the Department of Homelessness and Supportive Housing. Essential Duties and Responsibilities:
  • Provide crucial project management and administrative support to Director of Strategy and External Affairs and the SEA team
  • Assisting with the implementation of policies, procedures and workplace practices of the team
  • Coordinating with nonprofit organization staff and other City departments
  • Conducting background research and preparing materials for key meetings
  • Coordinating the Department s response to all public information requests
  • Supporting improved internal and external communications strategy through administration and project management
  • Supporting the team s policy work by tracking federal, state and local legislation
  • Managing press event logistics, including scouting locations and event set-up
  • Conducting research; summarizing research and reports
  • Drafting event flyers, one-pagers and other program collateral
  • Answering the HSH general phone line and email account to ensure compassionate client interaction and support for San Francisco neighbors who reach out and directing inquiries to the proper division or staff person
  • Assisting with vision and upkeep of the Departments website, public calendar, and social media, as needed
  • Administrative tasks may include, but are not limited to:
    • Tracking donations made to the Mayor s Fund for the Homeless and respond to donations
    • Supporting crucial work of the team with project management and administration
    • Managing the calendar for SEA team including the scheduling of meetings and events
    • Managing logistics for public and internal meetings
    • Coordinating the procurement of office supplies and materials for the SEA team and production of materials for meetings
    • Coordinating with HR, Admin & Finance and IT to meet the needs of the team
    • Booking and managing travel logistics for team staff members
    • Managing reimbursement requests from team staff members

APPOINTMENT TYPE: Temporary Exempt, full-time position not to exceed six months or 1,040 hours in a fiscal year. This position is excluded by the Charter from the competitive Civil Service examination process, is considered at will and shall serve at the discretion of the Department Head. This is a temporary opportunity with the likely potential for future permanent employment. Successful participation in a permanent civil service examination is required to be considered for permanent employment.

Minimum Qualifications

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

1. Possession of a graduate degree (Master s degree or higher) and one (1) year full-time equivalent experience performing professional-level analytical work,as described in Note A; OR
2. Possession of a graduate degree (Master s degree or higher) from an accredited college or university with major coursework as described in Note B; OR
3. Possession of a baccalaureate degree from an accredited college or university, and two (2) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
4. Possession of a baccalaureate degree from an accredited college or university with major coursework as described in Note B and one (1) year full-time equivalent experience performing professional-level analytical work as described in Note A;
SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1822, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1820 is considered qualifying.
B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1822
