Assistant Division Manager

Harris County – Houston, TX

As the Assistant Division Manager, the incumbent will assist the Capital Projects Division Manager with daily management of the division in general administrative, business and project delivery of over 200 capital projects in Harris County values in excess of $1B. This role readily identifies obstacles to the division s performance and proactively identifies and implements solutions with minimal guidance, assists with identifying and implementing metrics to track division performance, and makes recommendations on areas to sustain and improve. In the absence of the Division Manager, the incumbent will directly engage with senior County, Precinct and Department officials, including elected officials.
Detailed Tasks and Responsibilities

  • Assists the Division Manager in project delivery through actively identifying and resolving challenges, engaging with internal and external stakeholders
  • Promotes project controls, tracking, and enhanced reporting using Project Management Software (i.e. e-Builder), which includes utilizing the software to identify, track and analyze performance metrics in order to identify areas to sustain and improve
  • Directly manages assigned portions of the department s and division s program
  • Maintains responsibility, oversight and knowledge of the entire portfolio of projects assigned to the Project Management Team; meets regularly with department management and senior client representatives to discuss the Program
  • Ensures that quality assurance, risk management, regulation compliance and permitting is properly executed utilizing the Project Management Institute (PMI) business model and works closely with the Capital Improvement Program (CIP) division leadership to track and report project status
  • Works closely with management to monitor and adjust internal processes that further promotes efficient project execution
    • This includes assisting with the development of written plans to document and processes for use by CIP staff, support staff, and outside team members to ensure project delivery consistency
  • Conducts the full range of supervisory duties for assigned group staff including, but not limited to:
    • Workplace Safety
    • Training and Development
    • Performance Management
    • Staffing
    • Policies and Procedures
    • Workload Balancing
  • Responds to emergency events which may require time away from the normal work environment, overnight stays at emergency facilities, and longer than normal work hours
  • Performs other duties as assigned

Requirements

  • Bachelor s Degree or higher from an accredited university in the field of Architecture or Engineering
  • A minimum of ten (10) years of progressive responsibility in Public Works program and project management with multi-disciplined projects and leadership experience in a professional team or resource group
    • Military Occupational Specialties (MOS) of the 12 series (Engineer) or similar MOS types and a minimum rank of O-3 may be considered to replace years of experience requirements (To qualify, military experience and rank must be clearly documented on your application employment history)
  • A minimum of three (3) years of experience directly supervising staff

Additional Requirements
  • Proven ability to deliver public works programs and projects within scope, schedule and budget
  • Proven ability to lead negotiations with consultants, other agencies and stakeholders to procure resources and formalize cooperative relationships that achieve project goals
  • Excellent interpersonal and conflict resolution skills, and the ability to deal tactfully with a diverse group of people in a professional manner in a complex organization
  • Ability to read and comprehend construction plans, estimates and specifications
  • Ability to exercise flexibility in accommodating shifting priorities, demands, and schedules
  • A valid Texas driver s license (upon hire), a good driving record, and the ability to drive a County vehicle to various job sites as needed to accomplish tasks and projects

Preferences

  • Five (5) years of professional experience in Road and Bridge project management
  • An advanced degree in Engineering or Architecture from an accredited college or university
  • Professional Engineer or Architecture license
  • Project Management Professional Certification
  • Floodplain Manager Certification
  • Lean Six Sigma Green Belt or higher (or equivalent) Certification
  • Second level supervisory experience

HOURS:
  • 40 Hours per Week
  • Monday through Friday, 8:00 am to 5:00 pm
  • Subject to Early Mornings, Evenings, Weekends, Holidays, and Emergencies

SALARY:
  • Paid Biweekly based on 26 Pay Periods
  • Commensurate with Experience

Employment is contingent upon passing a background check and drug screen.
