Interested in joining our growing team of Disaster Recovery experts in Harris County as a Quality Assurance/Control (QA/C) and Anti-Fraud/Waste/Abuse (FWA) Specialist ?

This position is responsible for guiding quality assurance /control and providing fraud, waste, and abuse prevention services related to North Carolinas housing recovery assistance programs. The Specialist will ensure that Intake Center and support staff follow all procedures and protocols and collect all documentation required when processing applications for recovery assistance from Hurricane Harvey. The Specialist will also organize and manage all efforts regarding fraud detection.

Primary Duties :

  • Work as part of a team providing application intake and processing support for disaster-related housing recovery programs.
  • Lead development of a vision for quality management and development of the QA/C plan and associated procedures including random sampling of files, creation of compliance checklists, document management checks, and corrective actions to be taken upon finding instances of noncompliance.
  • Develop QA/C measures and ensure incorporation in all the program functions.
  • Design risk assessment approaches that support program staff, subcontractors, and applicants in complying with United States Housing and Urban Development (HUD) regulations and other applicable federal, state, and local statutes and regulations.
  • Support staff training and quality control review and oversight of project deliverables.
  • Analyze risk, and design and implement of measures to detect, avoid, and mitigate FWA.
  • Establish procedures for receiving external requests for files or program data; and determining methods for handling, reviewing, and reporting on cases of potential fraud.
  • Work with the Program Manager to obtain information and reports on any instances of possible fraud, waste and abuse and coordinate investigation of allegations.
  • Utilize data to detect and identify outliers in case files, and proactively seek out and develop leads received from a variety of internal and sources.
  • Document and track anti-FWA activity, provide case updates on investigations, and coordinate with management on recommendations and further actions and/or resolutions.
  • Prepare summary and/or detailed reports on investigative findings for internal tracking and referral to Federal and State agencies as indicated.
  • Assist with overseeing continuous process improvement for the program.

Qualifications/Skills

  • College degree in a related field
  • 3+ years of experience in related roles during which capability has been clearly demonstrated
  • Knowledge of FWA identification and investigatory procedures
  • Experience working with federally funded programs
  • Experience with United States Housing and Urban Development (HUD) Community Development Block Grant (CDBG) programs, including Disaster Recovery (DR), desired but not required
  • Experience working in a consulting firm, development organization, or public agency preferred
  • Proficiency in MS Office applications (Word, PowerPoint, Outlook, Excel), able to learn new software and database/management information systems.
  • Familiarity with federal disaster recovery programs desired but not required
