Warranty & Transition Manager - Central Link

Sound Transit – Seattle, WA

SALARY: $80k - $130k

GENERAL PURPOSE:
Under general direction performs oversight and coordination of project to operations transition and warranty administration and management for all capital system and rolling stock expansions for the Link Light Rail Transit System. Works closely with other agency project to operations transition staff to ensure project quality and completeness through verification of completed work, documentation, spare parts, and training. Coordinates transition activities for successful operation of the maintenance unit/functions within the Link Light Rail Operations department. Partners with staff and vendors to plan, manage, and coordinate equipment commissioning, testing, preventative systems maintenance, and warranty monitoring during pre-startup and after the transfer of mechanical, electrical, safety, and other systems. Develops transition plan to ensure efficient operation during startup and revenue service. Writes various reports and documents needed to manage or coordinate the required scope of transition maintenance activities with other divisions, programs, department/offices, and outside agencies. Maintains complete records and files essential to a complete warranty and transition program.

ESSENTIAL FUNCTIONS:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Serves as liaison to construction teams and Rail Activation Manager in support of operational startup and transitioning warranty actions of new equipment and assets.
  • Provides operations oversight and coordination for commissioning of equipment.
  • Provides input and oversight of interim maintenance of equipment and assets from substantial completion to revenue service.
  • Participates in review of substantial completion inspections, monitor and prioritize all outstanding construction deliverables to closure.
  • Partners with project construction and procurement teams to identify and track O&M, training, redline drawing submittal, and other construction closeout requirements early in the project.
  • Determines and contributes to negotiation of warranty terms and conditions.
  • Ensure warranty terms are properly prepared for and entered into the maintenance management information system (MMIS).
  • Reviews and audits warranty processes, to include data entry, inventory quarantine, tracking, MMIS build out, etc.
  • Tracks warranty claims and communicates with warranty holders/vendors to insure proper compensation activities.
  • Determines disposition of warranty claims.
  • Liaison with Finance to ensure appropriate processing of financial recompense regarding warranty claims.
  • Identifies and proposes solutions to incomplete work not covered by initial contracts.
  • Participates in the end of contract evaluations for future improved quality and operability deliverables.
  • Actively supports inter-governmental agreements (IGAs), including meetings with staff and IGA partners.
  • Supports warranty tracking and asset inventory scheduling in the Enterprise Asset Management System (EAMS).
  • Troubleshoots and assesses problems and collaborates with vendors, consultants, partner agencies, and cross-functional teams.
  • Reviews policies and procedures relative to feasibility of implementing solutions in a transit environment.
  • Acts proactively to anticipate and avoid operational and maintainability challenges.
  • Participates in Agency audits, Environmental Sustainability Management system initiatives, and safety and security programs.
  • Ensures accountability and compliance with applicable state and federal laws, agency policies and procedures, rules, and regulations.

MINIMUM QUALIFICATIONS:
Education and Experience: Bachelors Degree in engineering, electronics/electrical maintenance, or closely related field and five years of maintenance operations and/or planning that includes three years of staff supervisory, budgetary, and management responsibility; experience preferably in a heavy or light rail system; OR an equivalent combination of education and experience.

Required Licenses or Certifications:
Valid state drivers license.

Required Knowledge of:
  • Operational characteristics, services, and activities of a light rail transit system.
  • In-depth knowledge of work order management system MMIS or similar.
  • Methods and techniques of vehicle maintenance operations standards and practices.
  • Principles and practices of traction electrification, signals, communications, and computer systems.
  • Interpreting and applying applicable standard operation procedures, standard maintenance procedures, and operating rules. Familiar with APTA standards and guidelines.
  • Principles and procedures of record keeping.
  • Public relations principles.
  • Principles and practices of program development, management, and administration.
  • Policy and procedure development.
  • Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities.
  • Warranty administration policies and principals.
  • Industry codes, standards, and certifications.
  • Pertinent federal, state, and local laws, codes, and regulations as they apply to transit operations.
  • Principles and practices of governmental budget preparation and administration.
  • Principles of business letter writing and basic report preparation.
  • English usage, spelling, grammar, and punctuation.
  • Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
Required Skills:
  • Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
  • Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups, and the general public.
  • Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
  • Demonstrating a positive customer service orientation with both internal and external clients.

Physical Demands / Work Environment:
  • Work is performed in a standard office environment.
  • Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 50 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, potential physical harm, hazardous chemicals, infectious disease, and extreme noise when working in the field.
