Chief Financial Officer

    Duties Summary

    The Chief Financial Officer (CFO) reports to the Agency Chief Financial Officer with coordination responsibilities to the Center Director at the Glenn Research Center, and is responsible for planning, analysis, accounting, and control of the management of Center resources, and providing overall direction for overview and analysis of the Center s financial workforce requirements.

    Responsibilities
    • Serves as a member of the business and financial community s senior management council responsible for setting Enterprise-wide strategic goals and monitoring execution of business activities.
    • Assures financial integrity of Center programs, projects and resources by developing, implementing and monitoring CFO policies, procedures and processes that ensure sound planning and execution, program analysis and evaluation, internal controls.
    • Designs and implements Center financial planning and execution systems required for proper data collection and reporting to ensure that timely, accurate, and relevant financial information is available to all CFO customers.
    • Provides the integration, analysis, oversight, and financial management and overall direction of Center resources including planning, programming, budgeting, and accounting.
    • Develops and approves a comprehensive Center plan for budget control and effective utilization of resources.
    • In addition to Enterprise-wide responsibilities, Center CFOs perform both an Agency-wide and Center specific role with responsibilities in four broad areas listed below:
    • Enterprise Leadership: Serves as a member on the business and financial community s senior management council responsible for setting strategic goals and monitoring execution.
    • May also be designated a Portfolio Lead for strategy, transformation, implementation, and/or execution for a set of Agency-wide services.
    • OCFO Services Coordination: Serves as the local leader and point of contact for all OCFO services that are delivered at the center.
    • Center Leadership Support: Leads a team that formulates and executes the Center s budget as required by the Center Director. This may include serving as a strategic advisor to Center Leadership and delegation of fiscal and fiduciary authorities.
    • Local OCFO Team Management: Supervises the CFO team located at the Center along with associated budget for labor, procurement, and travel.

    Qualifications 1. Extensive experience with multi-year appropriations including research, development, and procurement.This includes comprehensive knowledge of budget development and execution and operating and maintenance (O&M). Provide examples how you have successfully met this requirement.
    2. Extensive knowledge of economic, statistical, accounting and or financial analysis principles and techniques necessary to (1) analyze budget execution data to evaluate financial and budgeting trends, constraints, and applications; (2) project future financial performance and makes recommendations to achieve metrics. Provide examples how you have successfully met this requirement.
    3. Demonstrated skill integrating budget and performance objectives and financial and resource management processes to address specific organizational needs. This includes those of complex research and development programs and organizations. Provide examples how you have successfully met this requirement.
    To qualify, candidates must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/managerial experience, normally with several years at the GS-15 level or equivalent, which demonstrates clearly the ability to manage people and resources.

Education

    Bachelor s Degree in business administration, accounting, finance, public administration, or related field is required.
    Master s degree in one of the listed fields is preferred. Desirable certifications, obtained through written examination, include Certified Public Accountant, Certified Cost Estimator / Analyst, Certified Government Financial Manager.
