    Job Description

    The Nevada System of Higher Education (NSHE) invites applications and nominations for the position of Chief Information Security Officer (CISO). This is a renewable, full-time, non-tenured, administrative position and reports to the Chief Information Officer. The position may be located in Reno or Las Vegas, Nevada. The NSHE is comprised of eight institutions : two universities, a state college, four community colleges and a research institute. The public system of higher education in Nevada continues to experience growth with significant opportunities in serving over 105,000 students and 12,000 employees.

    The CISO reports directly to the Chief Information Officer (CIO) and supervises one Senior Security Engineer and two Security Analysts. The CISO serves a key role in NSHE leadership, working closely with NSHE senior administration and campus leadership. The CISO is an advocate for the NSHEs total information security needs and is responsible for the development and delivery of a comprehensive information security strategy to optimize the security posture of the NSHE. The CISO leads the development and implementation of a security program that leverages collaborations and system-wide resources, facilitates information security governance, advises senior leadership on security direction and resource investments, and designs appropriate policies to manage information security risk.

    MINIMUM QUALIFICATIONS: Bachelors degree from a regionally accredited institution with ten or more years of progressively responsible experience in complex information technology environments with direct work experience in information security (or) an advanced degree with seven years of progressively responsible experience in complex information technology environments with direct work experience in information security. Internationally recognized certification such as the Certified Information System Security Professional (CISSP) or Certified Information Security Manager (CISM) is preferred.

    KNOWLEDGE, SKILLS, AND ABILITIES : Successful candidates must possess the following knowledge, skills and abilities. It is recommended that applicants for this position address each of the following items in the letter of application:

  • Must have a practical and broad knowledge of information security technologies and methodologies.
  • Must have a working understanding of federal, state, and local legislative and regulatory mandates pertaining to security and privacy of electronic information.
  • Must maintain current knowledge of information security threats, trends, and risks.
  • Must have knowledge of the privacy and security regulations that apply to institutions of higher education, such as FERPA, HIPPA, export control, PCI, etc.
  • Ability to quickly evaluate new threats that may impact NSHE and ability to work effectively across a broad range of technical and business personnel.
  • Ability to work within established processes and in conditions of uncertainty.
  • Must be able to build strong interpersonal relationships with organizational leaders, co-workers, and staff within the System Administration, SCS, public agencies, and the institutions of NSHE.
  • Ability to successfully navigate the culture and politics typically found in higher education institutions and systems.
  • Must possess skills in strategic, tactical, and operational information security planning and be able to apply nationally recognized frameworks and standards.
  • Must be able to communicate clearly and effectively, both verbally and in writing, to a variety of audiences including executive, director, technical and administrative staff at all levels.
  • Must be skilled at developing clear and unambiguous written policies and guidelines.
  • Must have demonstrated skill and experience in supervising technical teams.
  • RESPONSIBILITIES: The duties of this position will include, but not be limited to, the following areas of responsibility:

  • Responsible for the strategic leadership of the NHSE information security program.
  • Provide guidance and counsel to the Chief Information Officer and key members of the NSHE leadership team, working closely with campus leadership in defining objectives for information security, while building relationships and goodwill.
  • Work with NSHE and Campus leadership to oversee the formation and operations of a system-wide information security organization that is organized toward a common goal in information security.
  • Manage a NSHE-wide information security governance process and the SCS Information Security team.
  • Establish annual and long-range security and compliance goals, define security strategies, metrics, reporting mechanisms and program services; and create maturity models and a roadmap for continual program improvements.
  • Provide leadership philosophy for the Information Security Department to create a strong bridge between organizations, build respect for the contributions of all and bring groups together to share information and resources and create better decisions, policies and practices for the NSHE.
  • Mentor the Information Security team members and implement professional development plans for all members of the team.
  • Lead the development and implementation of effective and reasonable policies, procedures, and practices to secure protected and sensitive data and ensure information security and compliance with relevant legislation and legal interpretation.
  • Lead efforts to internally assess, evaluate, and make recommendations to management regarding the adequacy of the security controls for the NSHEs information and technology systems.
  • Work with Internal Audit, the Board of Regents Audit Committee, Risk Management, and outside consultants as appropriate on required security assessments and audits.
  • Create education and awareness programs and advise operating units at all levels on security issues, best practices, and vulnerabilities.
  • Keep abreast of security incidents and act as primary control point during significant information security incidents. Convene a Security Incident Response Team (SIRT) as needed, or requested, in addressing and investigating security incidences that arise.
  • Develop, implement, and administer technical security standards, as well as a suite of security services and tools to address and mitigate security risk.
