This position is located in the District Department of Transportation (DDOT), Project Delivery Administration. The incumbent is responsible for the technical and administrative direction and implementation of DDOT s transportation project delivery programs. The incumbent develops and implements various multimodal capital and operational improvement projects for DDOT and also coordinates activities of project delivery staff and the administrations overall capital programs with other financial programs, ensuring overall cohesiveness among functional units and staff which support these efforts.
Duties and Responsibilities
The incumbent reports to the DDOT Director and Deputy Director. Having developed expertise in the line of work, the incumbent is responsible for managing DDOT staff, policies, and procedures in the delivery of transportation projects and services, including but not limited to, transportation project planning and environmental design; right-of-way acquisition and construction; technical engineering research and analysis; and working collaboratively with managers and staff across all DDOT administrations to deliver core transportation services. The incumbent oversees and directs the Chief Engineer in the delivery of design, engineering, and construction of capital infrastructure projects.
The incumbent makes specific recommendations to the Director and Deputy Director regarding the allocation and obligation of resources, prioritization and planning for specific infrastructure projects and planning studies, and interface closely with other national, regional, and local transportation agencies. Incumbent ensures that all project delivery support and quality assurance/control efforts are carried out in an effective and efficient manner.
Qualifications and Education
Individual must have at least one (1) year of specialized experience equivalent to MS-15 grade level. Specialized experience includes supervisory, professional engineering, construction, project management and project delivery, implementation of policies and procedures, analysis, management and oversight; or similar work experience.
A degree in Urban Planning, Project Management, Business Administration, Engineering, or a closely related major field of study, plus twelve (12) years of experience applying business management, project management, and contract engineering principles, practices, techniques, and management, preferred. Progressive management experience is highly desirable.
Licenses and Certifications
Must possess and maintain a valid driver s license and have an acceptable driving record.
Applicable license such as Professional Engineer (PE), Certified Planner (AICP), Leadership in Energy and Environmental Design or Project Management certification is preferred.
Work is primarily conducted in an office setting. However, incumbent may be exposed to a variety of weather conditions while outdoors visiting various site locations.

Collective Bargaining Unit (Non-Union): This position does not participate in a collective bargaining unit.
Position Designation: This position is classified as an essential/emergency position under the provisions of the District Personnel Manual Chapter 12. As such, the incumbent is required to serve in emergency situations to perform critical duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early.
This position may be subject to criminal background checks and/or driving record checks, as well as random drug and alcohol testing pursuant to DC Act 15-620.
Incumbent may be required to work weekends, evenings, and in on call situations.
