Close Combat Systems Production Portfolio Sr. Program Manager

The Land Warfare Systems Close Combat Systems (CCS) Directorate is seeking a Portfolio Production Sr. Program Manager to lead the production programs for the portfolio of following products:
  • Tube-launched, Optically-tracked, Wireless-guided (TOW) Weapon System
  • Javelin Weapon System, and
  • Guided Carl-Gustaf Munition

This role will report directly to the Sr. Director of CCS, and shall be responsible for production Profit & Loss for each product/program. It will be responsible for overseeing manufacturing, developing and implementing transition to production strategies, production risk and opportunity management, and preparation/approval of the production programs Estimates at Completion (EAC) for the portfolio. This role will drive product affordability, product integrity, on time delivery, company/customer success, and capture synergies and efficiencies across the portfolio.
The Portfolio Production Program Manager will support both external and internal program reviews. This role is also responsible for developing and maintaining relationships with the CCS supplier partners, as well as extensive engagement with the Production Operations Managers (POMs) of each product. This role will be a critical member of the CCS leadership team and will help develop and execute program growth strategies for domestic, international and internal growth.
Additional responsibilities include:
  • Optimizing service, processes, and direction within the CCS team
  • Leading engineering, production, CM/DM, quality, procurement, and finance support to successfully meet all requirements and commitments
  • Identifying and pre-emptively resolving business issues impeding achievement of goals
  • Sponsoring and leading cross-functional teams in support of strategic initiatives
  • Growing and developing the next generation of leaders within the organization
  • Provide tangible value to the customer, the warfighter, and Raytheon Missile Systems
  • Establishing key performance metrics and measuring the team to drive the right behaviors
  • Planning, presenting, and forecasting long-term funding requirements
  • Administrative oversight for direct and matrix team members
  • Development and execution of pursuit plans and strategy; teaming strategies; business case, win strategies (technical, management and cost); customer engagements; compliance with contract terms and financial goals

Required skills:
  • 12 years of experience in Program Management, and/or appropriate functional experience in directly supporting program objectives managing cost, schedule and technical performance
  • Demonstrated ability to foster collaboration between functional organizations and affect integrated solutions
  • Demonstrated ability to keep team members focused on schedule milestones and objectives and must motivate the program teams to develop cost effective, customer-oriented solutions and approaches
  • Experience in working with customers and professionally representing the company in the customer community
  • Demonstrated ability to develop, communicate, implement tactical plans and develop strategies for future sustainment activities
  • Demonstrated success developing and/or communicating a program strategy, communicating and inspiring engagement on a vision, and developing employees
  • Certified or ability to obtain RTN Program Manager Level 4 certification or higher within 12 months
  • Highly effective communication and writing skills
  • Ability to travel domestically and internationally
  • Secret clearance and/or ability to obtain a Secret clearance

Desired skills:
  • 5 years of Operations management experience
  • Practical experience in program planning
  • Practical experience in engineering
  • Practical experience in supply chain
  • Practical experience in contract management
  • Successful track record as an IPT Lead or program/project manager
  • Strong interpersonal skills especially in team building/maintenance and customer relationships
  • Knowledge of Integrated Product Development tools and processes
  • Knowledge of financial processes (Estimate At Completion)
  • Earned Value Management System (EVMS) certified with an emphasis on variance analysis
  • Familiarity with FMS process, ITAR, offset and FCPA
  • Demonstrated ability to make sound decisions in stressful business situations
  • Demonstrated ability to work independently as well as lead a team
  • Raytheon Six Sigma Specialist

  • Requires a related University Degree or equivalent experience and a minimum of 12 years prior relevant experience
