Contract Specialist

Government of the District of Columbia – Washington, DC

This position is located in the D.C. Department of General Services, within the Contracts and Procurement Division. The Contracting and Procurement Division of DGS handles various items/services including, construction services, construction related services, construction management services, good and services, A & E services and specialized equipment and services.
Duties and Responsibilities

The incumbent performs at the entry level within the Contract Specialist job series who applies basic knowledge and principles to closely manage procurement activities for items assigned. Develops solicitations such as the statement of work (SOW), terms and conditions, and other requirements for basic procurements; developing pre-negotiation position, determining the types of contracts and negotiation authority to be used, and preparing required justification;

Reviews requisitions prepared by program or agency staff to determine that the proper specifications/purchase descriptions are included; assists program and agency staff in developing SOW; Evaluates bids and proposals for compliance with specifications, purchase descriptions/purchase descriptions; analyzes submitted bids, as well as past bids and awards, to determine the responsiveness and responsibility of the bidder; Performs basic analysis of costs based on prevailing material and labor costs; recommends modifications to contractual arrangements.

Qualifications and Education

The applicant must possess one (1) year of specialized experience equivalent to at least the grade 07 level. Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience can include; developing solicitations, determining methods of procurement, conducting market place analyses and performing full range contract administration activities.

Bachelors Degree plus two (2) years of relevant work experience: OR and equivalent combination of education and experience.

Licensures, Certifications

Certification in public purchasing is preferred.

The work is performed in an office setting.
