DESE/DDS Education Program Manager

The DESE/DDS program is designed to provide in-home services/wrap around supports to DDS eligible school age participants. The goal of these services and supports is to help prevent a more restrictive educational or out of home placement. The program does this by creating an individualized plan of supports that promotes skill building, independence and social integration in coordination with the participant s IEP.
DDS is seeking a DESE/DDS Education Program Manager.
Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • The DESE/DDS Education Program Manager is responsible for ensuring that the DESE/DDS participants have an appropriate Individualized Education Program (IEP) which has a written statement developed and signed by the local education school district representative and the parent.
  • The Education Program Manager must determine that the DESE/DDS plan does not supplant school responsibilities and that the IEP effectively shares and collaborates with families across settings to insure generalization across settings.
  • Participate in preparing family for IEP, assisting Service Coordinator or Provider staff to effectively make the case for appropriate educational services from the LEA and attending selective IEPS at family request
  • Systematically review IEPS and provide consultation to the DDS field
  • Insure that all parties understand mediation process and BSEA appeal
  • Consult with DESE/DDS program manager to insure that services are meeting the participants needs and that the services are designed to maximize success at home to avoid out of home placement.
  • Preferred Qualifications:
  • Knowledge of the principles and practices of intellectual and developmental disabilities and current trends in the field;
  • Knowledge of the federal Individuals with Disabilities Education Act (IDEA) and awareness of the Result Driven Accountability (RDA) framework for special education including systemic strategies for improving outcomes for students with IEPs;
  • Knowledge of Massachusetts special education laws and special education regulations;
  • Experience working with youth with intellectual and developmental disabilities
  • Experience with motivational interviewing
  • Knowledge of MassHealth programs and services
  • Knowledge of Individual Education Plans (IEP)
  • Ability to solve unpredictable problems
  • Critical thinking skills, using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems;
  • Record of working for a matrix organization
  • Thoroughness, independence and excellent written and oral communication skills;
  • Demonstrated cultural awareness and proficiency
  • Demonstrated ability to communicate effectively orally to diverse audiences
  • Ability to deal tactfully with others;
  • Proficient usage of Microsoft Office products including Word, Access, Excel and Outlook

    QualificationsMINIMUM ENTRANCE REQUIREMENTS:
    Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
    Substitutions:
    I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
    II. A Bachelors degree in a related field may be substituted for two (2) years of the required (A) experience.
    III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
    IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
