Financial System Analyst

Koniag Information Security Services currently has an opening for a Financial System Analyst, in Alexandria, VA, to provide executive level support for Office of the Secretary of Defense (OSD). This is a direct, full time position with our company, working at our customers site.

The overall goal is to assist the DoD Comptroller in being the financial management community lead for creating and sustaining modern, effective, and cost conscious financial management processes, data, and systems. The successful candidate will support the DoD Comptroller office by providing Program Management and technical oversight and guidance to the Departments implementation of two Department of Treasury applications across the Department of Defense. The first of the two applications (and the primary focus position) is the G-Invoicing System, which will transform the Department wide intergovernmental transactions (IGTs) process to be fully auditable. The heart of IGT is partially automating and making auditable the Military Interdepartmental Purchase Request (MIPR) process. The successful candidate will represent the government in implementation meetings with various DoD agencies and organizations, assist the Government in managing issues experienced by these agencies/organizations and helping to drive those issues to resolution. The selectee will also help the customer maintain a total sight picture of the DoD wide implementation and with messaging this status to Departmental Executive Leadership. The other major effort supported is assisting with DoD wide implementation of a Department of Treasury application for cash accountability, as directed by U.S. Office of Management and Budget (OMB). The DoD records a Fund Balance with Treasury (FBWT) difference every year. The Cash Accountability and Traceability (CASH) transformation initiative re-engineered the CASH life-cycle process flow to specifically target this difference for elimination and to ensure auditability. The successful candidate will assist with Program Management and technical implementation of this effort across DoD.

What will you be doing?

  • Assist the Government with management and governance across DoDs financial management processes, data, and systems
  • Provide PM and technical assistance to the DoD Comptroller with implementation of G-Invoicing across the Department.
  • Track organizational progress with G-Invoicing, answer question, assist Agencies and DoD organizations as required to ensure a smooth and uniform transition.

  • Help DoD Organizations utilize the DoD centralized data hub, the Global Exchange (GEX), to facilitate the exchange of reimbursable transactions
  • Support G-Invoicing and CASH Working Group meetings with various DoD organizations and agencies.
  • Work with Stakeholders, contract team leaders, and government leadership to work towards system implementations.
  • Provides project administration, schedule management, issue/change management, and test management.
  • Provides the government with reports and assists in interpreting organizational implementation data. Investigates issues per management requests and communicates results.
  • Assist the Government by providing analysis of technical issue and concerns to develop a greater DoD financial systems understanding of options and implications
  • Drafts correspondence on behalf of the Senior Executive for review and approval
  • On behalf of Senior Executive, coordinates communication, including calls, responding to email and interfacing with stakeholders, or their staffs, at all levels
  • Prepares internal and external documents and correspondence
  • Edits and completes first drafts for written communications to internal and external stakeholders

What do we require from you?

  • Background in a spectrum of different DoD accounting systems
  • Understand different DoD financial systems with a business function comprehension of their capabilities. An IT understand is extremely beneficial, but no required.
  • Familiar with the system architecture of DoD Financial systems
  • Understand the Standard Financial Information Structure (SFIS) and Standard Lines of Accounting (SLOA)
  • Understand the Global Exchange (GEX) to include its functions and vision
  • 4 years financial systems experience
  • Must be a self-starter that can recognize needs and act with little to no guidance.
  • Able to rapidly understand and apply new concepts
  • Must possess expert level skills in analyzing and addressing extremely complex problems with nuanced situational dependencies
  • Highly motivated professional and capable of managing demanding workload while prioritizing and managing competing priorities
  • Requires exceptional written and verbal communication skills and critical thinking
  • Strong organizational, project management and problem-solving skills with impeccable multi-tasking abilities
  • Advanced MS Word skills; proficient PowerPoint, Excel, and Outlook application skills
  • Requires an active DoD Secret clearance to be considered

Working Environment & Conditions

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand; walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The work load may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress. The incumbent must occasionally lift and/or move up to 75 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
