The Fixed Equipment Engineering Lead , reporting directly to the Director of Mechanical Integrity , is responsible for supporting the implementation of the shared corporate vision of zero injuries, illnesses or incidents within the Global Refining Organization. Were seeking an industry recognized expert and passionate leader to provide enterprise technical guidance to the Phillips 66 Mechanical Integrity program in the area of fixed equipment engineering.

Responsibilities may include:

  • Supporting the development and maintenance of corporate Refining Mechanical Integrity Strategy.
  • Providing corporate level leadership, consultation, and technical expertise for fixed equipment to the Refinery Sites.
  • Supporting the continuous improvement for refineries through identification and company-wide implementation of industry best practices and company required standards for fixed equipment in areas of design, analysis, fitness-for-service, maintenance and repair, as well as reliability, and mechanical integrity programs and processes.
  • Developing fixed equipment strategies to optimize the engineering analysis, rerates, repair and replacement intervals for pressure vessels, piping systems, and tanks through fitness for service programs and improved equipment design.
  • Advising and mentoring mechanical engineers and inspectors at the sites.
  • Leading the Fixed Equipment Engineering Network (made up of the Sites Senior Fixed Equipment Engineers and Mechanical Engineers), consisting of monthly calls and website maintenance.
  • Providing technical assurance overview through programs including requirements to meet regulations, Industry standards, applicable industry codes and recommended practices.
  • Supporting Site audits to Industry and internal Company Required Standards and Best Practices.
  • Participating in Industry Groups (API, ASME), communicating emerging technology, industry trends and significant events.
  • Promoting standardization across all locations to achieve consistent results and performance in mechanical integrity and reliability.
  • Coordinating and optimizing use of fixed equipment analysis programs at the refineries including: piping stress analysis (e.g., CAESAR II), pressure vessel analysis programs (e.g., PVElite, Plant Manager), bolted flange analysis (JADE), finite element (PRG) tank systems, etc.


  • Legally authorized to work in the job posting country
  • Bachelors degree in Mechanical Engineering
  • 15 or more years of experience on fixed equipment engineering with at least 5 years of experience leading fixed equipment engineering teams/network and training less experienced engineers in a major Refinery or from a Corporate Role
  • 5 or more years of experience working with engineering tools for piping flexibility, pressure vessel analysis, fitness-for-service, etc.
  • Detailed working knowledge, experience and/or training of relevant ASME / API / NACE codes, standards, and recommended practices
  • Ability to travel up to 25% of the time
  • Willing and able to obtain a Transportation Worker Identification Card (TWIC); information can be found at
  • Preferred:

  • Advanced knowledge in Materials Behavior
  • Exposure to finite element analysis
  • Previous knowledge of design and analysis programs for fixed equipment pressure vessels, piping flexibility, finite element, fitness-for-service, bolting, etc.
  • Industry leader participating on API / ASME standards development
  • Experience in Maintenance and Turnarounds
