This position is assigned within Marine Corps Intelligence Activity (MCIA), under the direction and supervision of the Marine Corps M-2X. Work location is at MCIA, Marine Corps Base Quantico, VA.

Description of work:

The contractor will work directly for the M-2X, within the office of the Counterintelligence Coordinating Authority (CICA), on a daily basis and will be tasked with participating in the engagement activities between the CICA office and those organizations which receive counterintelligence (CI) support. Such activities will include the development of CI functional support of organizational initiatives and plans; contribute to the development of CI requirements of those organizations; participate in synchronized support efforts between the CICA office and the Marine Corps Capabilities Protection Cell; assist in the development of comprehensive CI support plans oriented toward the protection of Special and other Controlled Access programs protecting Service equities; directly contribute to the further development of the Department of the Navy CI Enterprise and expansion of the Marine Corps Intelligence, Surveillance, and Reconnaissance Enterprise. Deliverables will include, but not be limited to, written products, briefing presentations, and contribution to planning products, as required.

Tasks

  • Support efforts to functionally integrate the governance, operations, analysis, collection, policy, and acquisition activities related to CI activities carried out by MCIA and the M-2X, CI Coordinating Authority.
  • Develop and nurture collaborative relationships with other U.S. IC, DoD and Department of the Navy (DON) CI elements.
  • Assess stakeholder needs and identify capabilities to address those needs.
  • Provide timely and effective support and information sharing within appropriate legal authorities.
  • Identify the internal and external politics that impact the work of the organization and respond accordingly.
  • Apply CI analytic techniques while reviewing all-source reporting.
  • Support the threat analysis on a broad range of substantive issues in all production formats to support existing and developing CI programs.
  • Develop and maintain knowledge and expertise in the tactics, techniques, practices, technological capabilities and technical attack modus operandi of Foreign Intelligence Entities (FIE), to include technical surveillance

threats.

  • Conduct analysis of FIEs use of technology to target, collect, and exploit DoD information and information systems, personnel, and operations and participation in security education programs and briefings.
  • Provide CI analytic support to HUMINT activities within the USMC.
  • Participate in presenting CI briefings to USMC and other Department of the Navy and U.S. government personnel as directed.

Required Experience/Qualifications

  • Must be a graduate from an accredited DoD CI Special Agent credentialing school.
  • Minimum of five years cumulative experience conducting CI collections, CI functional services, CI investigations, or CI operations.
  • Comprehensive understanding of national and Defense guidance, community, and practices pertaining to CI.
  • Ability to effectively operate as a member of an intelligence team.
  • Strong oral and written communication skills to effectively communicate the accomplishment of collection management reporting and requirements.
  • 3+ years of personal experience at a Marine Forces Command, or higher, is preferred but not required.
  • Bachelor s Degree in a related technical or military discipline, or the equivalent combination of education, professional training, or work/military experience.

  • Candidate must possess a Top Secret/Sensitive Compartmented Information (TS/SCI).
