    Duties Summary

    You will serve as an IT SPECIALIST (CUSTSPT) in the SECURITY SYSTEMS BRANCH of NAVAL INFORMATION WARFARE CENTER (NIWC) PACIFIC.
    This announcement uses the OPM Federal Wide direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.

    Responsibilities
    • You will serve as an IT Specialist (Customer Support) whose ideas support complex decisions and actions utilized by others.
    • You will provide oversight in installing, integrating, and maintaining Emergency Management Systems (EMS), system components, networks and cybersecurity.
    • You will assist in identification of customers system requirements and conduct analysis to integrate new systems and other capabilities.
    • You will be responsible to carry out work assignments from a Plan of Action and Milestone for installations.
    • You will assist the Integrated Project Team Lead with the overall program definition, organization, and direction including the development of long and short range plans.

    • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
    • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field R Level 1. Certification is required within 24 months of appointment.
    • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
    • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
    • Physical requirements include: light lifting up to 15 pounds, climbing, use of both legs, both arms and hands; working in remote austere conditions; embark and disembark vessels/aircraft under own ability.
    • Required work locations may be at heights requiring ladders, staging, elevators, cranes, personnel lifts, or other devices or machinery with use of safety gear for personal protection and fall prevention
    • Ability to obtain and maintain a Top Secret security clearance. Candidate may be brought into the position with a Secret clearance until Top Secret clearance is adjudicated.
    Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or NO-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Overseeing the planning and delivery of customer support services, systems operation, troubleshooting, maintenance, repair, and testing of Intrusion Detection, Access Control, or Mass notification systems. Your experience must reflect skills in the following areas: attention to detail, customer service, oral communication, and problem solving.

    Education

    You may qualify at the NO-04 level with the following education:
    Ph.D. or equivalent doctoral degree
    or
    3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree

    This position is in the Science & Technology Reinvention Laboratory (STRL) Human Resource Management System pay band for Department of Defense laboratories.
    The pay schedule and pay band for all Administrative Specialist/Professional Positions will be NO-1/2/3/4/5/6.
    This position is eligible for part time, full time or ad-hoc telework at the discretion of management.
    Position has been designated as a Cyber IT/cybersecurity Workforce position in specialty area 411 as a condition of employment incumbents of this position are required to comply with the DON Cyber IT/CSWF program requirements of SECNAVM-5239.2 which include:
    1. Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned, and;
    2. Per SECNAVINST 1543.2, Cyber It/CSWF individuals shall participate annually in 40 hours of continuous learning (CL) activities to be documented in a current individual development plan (IDP) signed by both the employee and supervisor.
    If selected below the full performance level, you may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed.
