Planning and Community Development Grant Administrator

Responsibilities

Incumbents serve primarily as grant administrator for various U.S. Department of Housing and Urban Development (HUD) programs including, but not limited to, Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG), Continuum of Care (CoC), Shelter Plus Care (S+C), Housing Opportunities for Persons with AIDS (HOPWA), and Neighborhood Stabilization Program (NSP). Responsible for managing the planning and funding cycle for HUD grants. Prepares, verifies and/or approves monthly financial reconciliations, monthly drawdowns, financial forecasts, quarterly and annual reports for submission to HUD, and ensures all are in compliance with grant regulations. The Grant Administrator is responsible for granting sub-recipient agreements and contracts, and monitoring performance and financial compliance. Provides technical assistance as needed; ensures sub-recipients follow program rules, regulations and financial policies. Assists in the preparation and processing of annual budgets and work plans for various grant programs.

NOTE: Applications are being accepted for the purpose of creating a list of candidates that may be selected for any of the program administrator areas. The division is currently seeking administrators to manage the HOME Investment Partnerships program, the Emergency Solutions Grants (ESG) program, and/or the Continuum of Care (CoC) program at the local government level.

Minimum Qualifications

Bachelor s degree in Accounting, Finance, Public Administration or other closely related field AND 2 years of experience working with HUD grants in the state or local government.

Degree must be from a college or university that is accredited by the U.S. Department of Education through the North Central Association of Colleges and Schools Higher Learning Commission or equivalent region.

MPA or MBA is preferred.

Experience with Integrated Disbursement & Information System (IDIS), Disaster Recovery Grant Reporting System (DRGR), Electronic Line of Credit Control Center (eLOCCS), Sage HMIS Reporting Repository, or other HUD reporting and disbursement systems is highly desirable.

License Requirements

Must possess a valid drivers license at time of appointment and maintain thereafter as a term and condition of continued employment.

Job Type: Full-time

Salary: $65,811.20 to $89,044.80 /year
