Political Affairs Officer [Temporary]

This position is located in the Policy, Advocacy and Public Information Section of United Nations Mine Action Service (UNMAS) within the Office of the Rule of Law and Security Institutions (OROLSI) in the Department of Peace Operations (DPO) in New York. The incumbent will report to the Chief of the Policy, Advocacy and Public Information Section, under the strategic guidance of the UNMAS Director.
Established in 1997, the United Nations Mine Action Service (UNMAS) works to eliminate the threat posed by mines, explosive remnants of war and improvised explosive devices by coordinating United Nations mine action, leading operational responses at the country level, and supporting the development of standards, policies and norms.
As a specialized service of the United Nations located within the Department of Peace Operations, UNMAS operates under UN legislative mandates of both the General Assembly and the Security Council. UNMAS also responds to specific requests for support from the UN Secretary-General or designated official.

ResponsibilitiesUnder the supervision of the Chief of the Policy, Advocacy and Public Information Section, and within delegated authority, the Political Affairs Officer will be responsible for the following duties:
  • Prepares analytical reports and papers on sensitive and high-profile matters of concern to the General Assembly, Security Council, or other bodies; drafts notes, background papers, talking points, speeches and other correspondence for UNMAS Director and other senior UN officials.

  • Monitors and acts as focal point for monitoring and analysis of developments and emerging political and policy issues relevant to mine action.

  • Supports integration of mine action substantive matters across the UN, policy-making organs, notably the General Assembly and its Committees, Security Council, the Inter-agency Standing Committee, and relevant strategies and policies of UN system relevant entities

  • Provides up-to-date information to senior officials regarding substantive political and policy matters and country or regional issues relevant to mine action and makes recommendations on actions to take.

  • Maintains contacts with other sectors of the UN, other international organizations and governments on coordination and policy matters; briefs representatives and provides, as appropriate, suggestions and recommendations.

  • Participates in conferences, seminars and academic fora related to his/her assigned area of expertise, notably coordinating inputs to and supporting adherence to international humanitarian and human rights legal and political frameworks relevant to mine action and the rights of victims of landmines and explosive remnants of war.

  • Carries out administrative functions relating to the staff planning and budget.

  • Coordinates the implementation of the UN mine action strategy, including through monitoring, and evaluation

  • Performs other related duties as required.

Education

Advanced university degree (Master s degree or equivalent) in political science, international relations, law, public administration or other related area. A first level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or a related field. Experience coordinating inter-agency and inter-governmental processes is also required. International experience in peace and/or humanitarian field operations required. A minimum of five years of experience in drafting policy and analysis of international peace, security and conflicts related matters also desirable. Experience with mine action policy and related legal matters is desirable. Experience in strategic planning and monitoring and evaluation is also desirable.

Languages

Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of French is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
