The office of the Assistant Secretary of the Army for Acquisition, Logistics and Training (ASA (ALT)) maintains and provides oversight of the Joint Program Executive Office for Chemical, Biological, Radiological, and Nuclear Defense as the Joint Service Materiel Developer, Milestone Decision Authority, Type Classification Authority, and total life cycle acquisition manager for designated acquisition programs.

We are currently seeking a Protection Operations Specialist IV (Senior CBRN Program Analyst) to support our ASA (ALT) client with technical Chemical, Biological, Radiological, and Nuclear (CBRN) Defense program analysis. This position is in the Pentagon Arlington, VA area.

JOB RESPONSIBILITIES AND EXPECTATIONS
  • Serves as the governments expert-level Technical Lead for the planning, execution, management, and deliverables of the Executive Agent Secretariat (EAS) and related bodies that support the governments role in program oversight.
  • Support the task of reviewing and coordinating the CBDP Enterprise POM to EAS leadership. Support includes collecting and collating budget exhibits, acquisition program reviews, analyzing submissions and providing recommendations on possible trade-offs.
  • Collaborate with senior level participants across the DoD Chemical and Biological Defense Program (CBDP) to include the Office of the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (DASD(CBD)), the Combatant Commands (CCMDs), Military Services, the Joint Program Executive Office (JPEO), the Defense Threat Reduction Agency (DTRA) Joint Science and Technology Office (JSTO), and the Test and Evaluation community.
  • Support the EAS as the acquisition SME/acquisition staff officer for assigned CBDP programs; responsible for the day-to-day acquisition oversight and serve as the PMs contact within the EAS; responsible for ensuring all program review requirements are identified and communicated immediately to The PM.
  • Review and develop technical documents, plans, briefings and reports.
  • Maintains both formal and informal communications and relationships with the client including responsibility for reports and presentations.
  • Communicates project results to clients and appropriate professional community.
  • Review CBRND-related plans and Acquisition strategies for regulatory, legal, and technical compliance.
  • Produces trip reports on events supported.
THE FOLLOWING REQUIREMENTS MUST BE MET TO BE CONSIDERED FOR THIS POSITION:
  • Bachelors degree in a related field.
  • Active Top Secret security clearance based on a Single Scope Background Investigation (SSBI) completed within the last 5 years.
  • Ten (10) years of relevant technical area experience.
  • Five (5) years of experience in Joint or Service acquisition program analysis or capabilities development.
  • Conversant in the DoD 5000 series, FMR
  • Conversant in the Joint Capabilities Integration and Development System (JCIDS).
  • Candidate must have excellent technical, writing, communications, and research skills. Candidate must be able to work independently and in a team environment.
  • Thorough knowledge of Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, etc.), and standard modeling and statistical software applications is required.
  • Ability to interact, communicate, and advise at senior levels of government.
  • Proficiency in Microsoft Office Suite, e.g., Outlook, Word, Power Point, Excel.
  • Must be a U.S. Citizen
THE FOLLOWING IS DESIRED, BUT NOT REQUIRED TO BE CONSIDERED FOR THIS POSITION
  • Eligible for Sensitive Compartmented Information (SCI).\
  • M.S. in Operations Research or a closely related field is preferred. Experience with cost estimating and cost evaluation methods are preferred. Prior military background and knowledge of DoD organizations, processes, and warfighting concepts is preferred.
  • DAWIA Level I-III Certification or equivalent
  • PMP Certification / Program Management experience
  • Experience/conversant in Army Acquisition Policies (i.e. AR 70-1, PAM 70-3)
  • Conversant in the Joint Capabilities Integration and Development System (JCIDS) and have some experience on a Joint and/or Service staff.
  • Completion of Senior level JPME, e.g. National War College.
  • Knowledge related to Countering Weapons of Mass Destruction (CWMD) plans and requirements with emphasis on nonproliferation, Policy, Strategy, Joint/International Exercise development, Interagency coordination, and Intelligence Community (IC) collaboration.
