Senior PHR Quality Analyst

Responsible for comprehensive data analysis to ensure appropriate and accurate administration of programs. May be assigned to project manage data analytics in any of the following areas: payroll, pay practice, compensation, benefits, recruitment, credentialing, or workforce analysis. Participates or lead in all phases of program development, including data discovery and analysis, recommendation and presentation to senior leadership, implementation and administration, communication and training, ongoing quality review.
Manages current and prospective programs with an emphasis on data analysis.Actively participates in full project cycle from design to implementation.Develops presentation materials and presents to various management and functional groups such as Medical Directors, Board of Directors, Chiefs Groups, Chief Administrative Officers, SCPMG Finance Council, Permanente Human Resource Council, and regional senior leaders.Collaborates on design of policies and proposals affecting long-term strategic direction of organization.Manages the rollout of various region-wide projects by establishing business process documentation, constructing communication materials, conducting training on the full range of staff from specialist to administrative physician leaders.Accomplishes human resource objectives by analyzing complex data sets, evaluating business processes, enforcing compliance with program documentation, applicable organization bylaws and regulatory requirements.Designs the analytical approach to special projects or key business initiatives of the organization including developing timeline and objectives, performance standards, and engaging stakeholders from cross functional departments.Design and implement advanced management tools to optimize Workforce Planning; manager dashboards, reporting and trending.Provide ad hoc analytic and project support as required by programs approved by Board of Directors and as requested by leadership.Performs comprehensive analysis of large datasets: organize data, draw conclusions and formulate recommendations.Document data discovery process.Innovates processes with solutions and initiatives to address local needs and eliminate inefficiencies.Provide the subject matter expertise in predictive analysis and to assist in developing regional metrics.Integral participation in process improvement projects, including but not limited to creating models and templates, documentation.Ensures accuracy of multi-billion dollar a year labor force through implementation of controls, audits, and training.Analyzes physicians' salaries, wages, bonuses, deductions and time to ensure accurate interpretation and application of pay practices and organization by laws.Conducts on-site area visits to document issues and best practices.Communicates frequently with 13 area managers and their direct reports.Researches, reconciles and addresses complex paycheck, deduction, and time reporting inquiries.Writes queries and reports to ensure accuracy and risk mitigation.Provides recommendations on process or policy improvements based on trend identification analysis and forecasting.
Minimum three (3) years of progressive experience in human resource, payroll, compensation or finance.
Bachelor's degree in business administration, human resource management, finance OR four (4) years experience in a directly related field required.High School Diploma or General Education Development (GED) required.
License, Certification, Registration
Effective verbal and written communication skills, ability to interact with all levels of management. Critical thinking and analytical skills.Intermediate to advanced skill level in Microsoft Office software: Word, Excel, Access, Powerpoint.Requires superior organizational skills, an ability to work independently with minimal direction, minimal administrative support, and an ability to work well with others.Must be able to work in a Labor/Management Partnership environment.
- Lean Six Sigma - Green Belt Certification.
Knowledge of generally accepted accounting principles and internal control concepts.Proficiency with in house human resource system, including query and report generation skills.Knowledge of electronic health record systems.Intermediate to advanced skill level in Microsoft Office Visio, Cisco WebEx.
