Description of Duties/Essential Functions

Subject to management approval of the Deputy Director, serves as Assistant Deputy Director for the Office of Tourism; plans, develops, implements and controls strategic long term planning for the Office of Tourism programs; develops and formulates policy for Tourism planning; develops and maintains long-term budget proposals and contracts of the Office of Tourism; performs special project assignments and manage international tourism program components for the Office.
Plans, develops, coordinates, implements and controls strategic long term planning for the Office of Tourism, including customer service programs; directs and administers Office procedures and evaluates results of the Tourism programs to attain goals; formulates and develops initiatives to meet long-term goals and objectives for the Tourism programs; serves as deputy director in the absence of the Office of Tourism Deputy Director; possesses full line authority of the Deputy Director to direct management in program objectives and operations of the Office of Tourism. Travels in the performance of duties.
Develops and formulates policy to implement long term goals and recommends to the Deputy Director program changes and implementations that will improve overall operating efficiency of the Office. Acts authoritatively on policy-making issues impacting programs to promote tourism and travel trade in Illinois; confers with the Deputy Director and the Director on the feasibility of recommended policies; represents the Deputy Director and the Director in coordination of policies with the Agency and other state, federal and local agencies.
Plans and coordinates new Office of Tourism programs consistent with the Agency s mission; determines priorities and general target dates, evaluates progress and implements modifications for continuous program development including tourism information centers, call centers and distribution center.
Conducts financial forecasting for impending program allocations to determine feasibility of funding new program developments, develops long-term strategic partnerships of the Office of Tourism; adheres to agency policy, missions and Tourism regulations and procedures in regard to budget proposals.
Performs special project assignments for the Deputy Director, represents the Deputy Director as directed; possesses authority to commit resources both programmatic and budgetary on behalf of the Deputy Director; serves on advisory boards and commissions for the Office of Tourism. Manage the International Tourism program components for the Office including establishing program goals, objectives and program development. Travels in the performance of duties.
Supervises staff; assigns and reviews work; provides guidance and training to assigned staff; counsels staff regarding work performance; reassigns staff to meet day-to-day operating needs; establishes annual goals and objectives; approves time off; adjusts first level grievances; recommends and imposes discipline, up to and including discharge; prepares and signs performance evaluations; determines and recommends staffing needs.
Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above. Position No: 40070-42-25-000-05-01

Minimum Requirements

Requires the equivalent of four years of college with courses in business, marketing and public administration; requires four years progressive responsible administrative experience in the management of public administration programs in the tourism or business fields.
Requires a valid driver s license to meet travel requirements on a statewide basis to conduct and attend meetings.
