Food & Energy Assistance DivisionThis position resides in the Food Assistance Program. This program exists to safeguard the health and well-being of low income, financially eligible households by providing Food Assistance benefits redeemable for food items at authorized retailers. The Food Assistance Program operates on a statewide basis in all counties providing certification (eligibility determination based on State/Federal rules and guidelines) and authorizing issuance of benefits to approximately 450,000 clients monthly. In a state-run, county-administered system, this unit is responsible for the oversight of county operations. Specifically, the unit creates, implements, and monitors the application of policy, procedures, and rules for the Food Assistance Program. The unit is also responsible for county performance evaluation through data analysis and system support.

What You ll be Doing

This position provides regional county support for the administration of the Food Assistance (SNAP) program in Colorado. The position provides policy support, interpretation of Federal and State rules, technical assistance, program and policy information and clarification, performance analysis, and general program assistance to county staff responsible for the administration of all components of SNAP in accordance with federal guidance.

Primary Job Duties
SNAP Policy Evaluation and Interpretation

  • Responsible for policy analysis, interpretation, and development within the work unit

  • Interprets federal regulations and state rule affecting the Colorado SNAP Program

  • Provides input on proposed state rules and regulations to impact change

  • Provides input into program mission, goals, and objectives in conjunction with overall departmental administrative objectives

  • Independently answers policy questions received by the general public, county staff, and clients

  • Researches and resolves client complaints

Program Performance Management and Evaluation

  • Responsible for monitoring, collaborating, documenting, and tracking the performance of assigned counties

  • Using available information from FNS, the SNAP Quality Assurance Unit, and CBMS, analyzes the strengths and weaknesses of each assigned county s performance and works proactively with counties to develop strategies to mitigate performance issues

  • Discusses various alternatives to operation of the program at the local level, when needed, including sharing successful strategies used in other counties

  • Assesses county needs for SNAP technical assistance including but not limited to: data support, business process, and training needs/trends

  • Ensures that assigned counties understand and implement new policies or procedures in accordance with state standards

  • Communicates with counties, verbally and in writing, to accomplish program goals

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications

Education: Bachelor s degree from an accredited college or university in Public Administration, Social Services, or a field of study closely related to the work assignment;


AND

Experience: Two (2) years of recent professional experience (within the last five years) in Food Assistance (SNAP) eligibility determination or two (2) years (within the last three years) of recent leadership experience supervising SNAP eligibility determination.

  • Experience must have included working directly with the Colorado Benefits Management System (CBMS) OR similar benefit management system leading to determination of SNAP eligibility and benefit issuance



You must clearly and concisely document within the duties of each position held and noted in your application to what level and extent your professional work experience satisfies the minimum qualifications for this position. A combination of professional work experience in food assistance programs, which provided the same kind, amount, and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor s degree.
A graduate degree from an accredited college or university in a closely related field may be substituted on a year-for-year basis for the experience.

  • Demonstrates appreciation for diverse viewpoints as well as different communication and work styles

  • Ability to adapt and thrive in a changing work environment, accept changes, and manage new challenges and opportunities

  • Ability to interpret the intent of the Federal and State guidelines

  • Makes decisions in accordance with upper management s philosophy, values, mission, and goals

  • Initiates discussions with team members and management proactively as issues arise

  • Excellent computer skills, for desktop and mobile office productivity applications, databases, and electronic benefit transfer programs.

Conditions of Employment

  • The successful candidate in this position will be willing to submit to and able to successfully pass a criminal background check.

  • The successful candidate in this position will also possess and maintain a valid Colorado driver s license and be able to independently travel throughout the state using personal transportation or a state vehicle to conduct site visits and attend meetings and trainings. Occasional overnight stay required.
