PartnersGlobal (previously Partners for Democratic Change), established in 1989, is an international, non-governmental organization (NGO) committed to building sustainable capacity to advance democratic institutions, civil society, and a culture of peaceful change and conflict management worldwide. PartnersGlobal specializes in organizational development and social entrepreneurship for democracy and peace, having provided the seed capital and technical assistance to establish 21 independent, local Partners Centers around the world. Together, these Centers comprise the Partners Network, a global civil society platform of collegial NGOs working for democratic change in the Americas, Europe, the Middle East and Sub-Saharan Africa.

DETAILED POSITION DESCRIPTION

PartnersGlobal seeks a Washington DC-based Talent Manager. This is a newly created position within our medium-sized (growing) team of 25 DC-based staff members, with two legal field offices in Yemen and Iraq and long-term consultants placed in Africa. The position is intended to work with PartnersGlobals senior leadership to maintain all talent requirements for the organization, managing the full cycle of recruitment, hiring, new staff orientation, on-going professional development, and human resources management. PartnersGlobal has a unionized DC-based workforce, maintaining a collaborative relationship with OPEIU Local 2. The Talent Manager will therefore work closely with the union Shop Steward and OPEIU representatives to ensure our compliance with the Collective Bargaining Agreement (CBA) that we are in the process of finalizing.

The Talent Manager, therefore, must have a high level of inter-cultural sensitivity and appreciation for the different international contexts in which we work. This requires that the Talent Manager also strongly believes in our mission and will help ensure that all new recruits and staff have the needed support to understand and live that mission throughout the organization.

PartnersGlobal is undergoing wide-scale growth and important strategic changes, advancing the development of new Partners Centers and overseas contracts and grants. The Talent Manager will report directly to the President and work closely with the CFO and Director of Operations (together the Executive team ) to also ensure that PartnersGlobal meets all compliance requirements of audit authorities and funders, (government and foundations; international and domestic) regarding our human resources policies and procedures.


PRIMARY RESPONSIBILITIES

Recruitment and Hiring

  • Identify and participate in appropriate job fairs, human resource networks and other professional platforms to cultivate and access potential talent.
  • Support senior staff in crafting position descriptions, making recommendations on level of hire and salary scales based on market trends and compliance with our internal policies and the CBA.
  • Oversee distribution of job announcements through a well-developed recruitment network.
  • Conduct initial review of all applicants to provide senior staff with top level candidates for their review.
  • Supervise the process of reaching out to candidates to schedule interviews, monitor all interviews and maintain appropriate recruitment status reports for each hire.
  • Conduct (or facilitate for senior staff) candidate reference checks, implement writing tests as necessary, and negotiate hiring of selected candidates.
  • Manage benefits packages of new hires, ensuring inclusion of all new staff into PartnersGlobals internal employment systems as well as enrollment with benefits service providers.
  • Design and oversee a refreshed and robust orientation program for all new staff, focused on our organizational values and practices, as well as policies and procedures.
  • Ensure that probation periods are marked, convene feedback sessions with new employees and their supervisors to set expectations for future performance reviews and professional development goals.
  • Prepare annual recruitment reports, maintaining key metrics to assist in the implementation of future recruitment strategies.

Talent Retention, Office Culture and Professional Development

  • Advise senior leadership on talent retention best practices, design and deliver creative programs for office cohesion, work with existing staff committee to promote collaborative office culture.
  • With senior leadership, lead the process of designing and overseeing various strategies for office-wide on-going education and training within defined professional-development and mentoring programs for all levels of staff, including supervisors, mid-level career employees and junior staff.
  • Manage a new process of establishing individualized career growth paths for each employee, and work with supervisors to establish clear benchmarks, professional development activities and growth opportunities throughout the year.
  • Keep up-to-date on new ways to provide staff development and office culture programming, bringing innovations in learning and talent retention to Partners

Human Resources Management

  • Identify weaknesses and make improvements to HR systems as necessary. Advise the Executive Team on outstanding issues and assist in designing and implementing new practices, as required.
  • Serve as the main Point of Contact for OPEIU and the union Shop Steward and ensure compliance with managements responsibilities under the CBA. Interface with the Executive Team on all union business.
  • Reach out for legal advice from PartnersGlobals labor lawyer as needed to ensure legal compliance with our policies and the CBA.
  • Responsible for maintaining personnel files for all staff including recruitment documents, CVs, valid contracts, Personnel Action Forms, timesheets, employee data sheets, disciplinary papers and performance evaluations.
  • Oversee the annual performance review process, working with all supervisors to ensure a smooth and timely process, providing guidance on promotions and raises according to our policies.
  • Advise supervisors on any and all disciplinary actions and participate directly in disciplinary meetings, notifying and involving OPEIU as required.
  • Provide an ombudsman role for the staff to hear about problems and find workable solutions that apply to an individual case or should be elevated to the Executive Team for policy changes in the office. This role will be conducted within the framework of the CBA.
  • Manage the process of finalizing all staff departures, negotiating any parting benefits packages or severance, and conducting all exit interviews with staff. Provide feedback to the Executive Team as needed to translate important feedback from exit interviews and incorporate into new practices and staff retention programs.
  • Coordinate and monitor employee compensation and benefit packages for aptness, equitability and affordability, and to ensure consistency and equity within the organization.
  • Accompany the leadership of the relevant regional teams on the human resources policies and practices for local employees within the offices. Identify and implement best practices for human resources of our field office employees and provide guidance for the regional team leadership and Executive team.
  • Work with all Program teams on contracting any new long-term consultants or staff in the field. Negotiate benefits packages, ensure performance evaluations are conducted. Serve as a DC-based point of contact on employment-related questions or needs from those consultants or staff in the field and work with program teams and/or Executive Team to resolve issues.


Qualifications

  • Bachelors Degree in human resources or related business field
  • 5+ years experience in adult professional development, talent management and/or a human resources position
  • Demonstrated ability to develop and implement creative programming in professional development and office culture dynamics
  • Highly organized, detail oriented, creative thinker, able to problem solve and ability to multi-task/prioritize and meet deadlines
  • Strong networker, on-going learner, interest in innovation and change management within organizations and energetic leader
  • Ability to work both independently and as part of an integrated team in a fast-paced environment
  • Understanding of the non-profit sector, experience working with an international team preferred but not required
  • Excellent organizational, written and presentation skills
  • Exceptional interpersonal communication and relationship-building skills; shows good judgement in handling sensitive information and ability to facilitate difficult conversations
  • Comprehensive understanding of local, state and federal employment laws
  • Excellent Analytical skills, meticulous attention to detail a must
