Job Description:
The App Developer position manages SDMI's application development program and performs IT development tasks including designing, developing, and maintaining IT projects; supervises project teams; meets with agency users to obtain project requirements; analyze & delivers project tasks; responsible for developing web based & mobile applications in support of current app/dev initiatives at SDMI including managing development for two contracts with LDEQ and LSP; responsible for assisting in the development & management of a Cybersecurity Program directed at State & Local governments & critical infrastructure sectors.
Job Responsibilities:
Provide program support and management to all ongoing and future application development initiatives managed by SDMI. Help conceive and design map-based web interactives. Design and develop applications using the JavaScript API, C# and Python programming languages. (25%)
Design, create, and release web content services for the DEQ's Water Quality Exchange and other software platforms. Ensure quality of software for all aspects of the end user by testing software functions, user interfaces, workflows, and programmer interfaces and functions. (25%)
Design, create and release software apps for the mobile device environment for use in field mapping, data collection, disaster management and other required functionality. Define user requirements; design and develop applications and APIs for mobile devices. Develop and implement test plans and cases, write code, verify code changes, bug fixes and test software. (25%)
Support SDMI contracts to perform cyber security risk assessments, vulnerability assessments and penetration tests. Position will provide technical analytics from vulnerability scans, network maps, packet captures and other data sets and will offer interpretations and opinions relative to findings. Position will monitor, identify, and analyze security risk to determine potential impact. (25%)
Minimum Qualifications:
Bachelor's Degree in Computer Science, Electrical Engineering, or Mathematics and two (2) year of advanced app development / project management. Experience with ArcGIS and Networking; Expertise, C#, Python, Java, Razor Expertise in Bootstrap, ASP.Net MVC and Github.
Special / Physical Qualifications:
Willingness to travel and work flexible hours; must be willing to provide logistical support and general assistance for SDMI events and conferences.
Physical Demands:
Physical ability and eye-hand coordination necessary to use a computer terminal, copier, telephone and other standard office equipment; ability to sit in the same position for extended periods (5.5+ hours a day) at a time using continuous hand motions when entering data into the computer system.
