Primary Responsibilities
HDR is seeking an Environmental Science & Planning (ES&P) Leader to to join our team and lead our environmental science and planning practice in the New York/ New Jersey area. HDR is a leader in environmental planning, environmental assessments/ impact analysis and associated permitting and compliance monitoring for major transportation and other infrastructure projects that require conformance with New York State and City Environmental Quality Reviews (SEQR/CEQR), New Jersey State Executive Order 215 (EO 215) and National Environmental Policy Act (NEPA)/Council of Environmental Quality (CEQ) Reviews.
The primary duties of the ES&P Leader include responsibility for operation and development of the group including strategic planning, client management, financial controls, quality, staff advancement, and marketing support. The successful candidate will also function as a project manager on specific projects. Will be administratively responsible for the ES&P staff and technical service functions and will lead and coordinate services with other technical groups within the office. Will be involved in marketing, planning, proposals and interviews. Be directly involved with clients in marketing, project delivery and related issues. See that all work is planned, organized, controlled and evaluated through a proactive project management system. Implement, monitor and support company policy. Select, train, develop and manage technical staff. Work cooperatively with National, Regional and Local Managers in local and national marketing and project delivery.
Qualifications
Bachelor's degree in Environmental Engineering/Science/Planning or related field
15+ years of experience in complex environmental planning/compliance project preferred
Demonstrated experience with the USACE, FHWA, FTA, FRA AND FAA NEPA requirements and expert level knowledge of NJ Executive Order 215 and CEQR/SEQR processes is required
Experience preparing and managing large, complex environmental review documents for transportation, energy and water infrastructure project in the New York/New Jersey area
Experience overseeing the preparation of technical environmental assessments involving air quality, ecology, hazardous waste, noise, socioeconomics and land use, environmental justice analysis and cultural resources as required for federal and state permit applications
Experience managing and developing multidisciplinary teams including subcontractors and close oversight of budgets and schedules.
Proficient with MS Office.
Self-starter with excellent writing and communication skills. Strong conceptual, organizational, problem solving, critical thinking and research abilities.
Strong relationships with public infrastructure clients in the New York/ New Jersey area and with regulatory agencies are required. Track record of developing clients and expanding services is highly desirable
