You are not allowed to study on H4 visa. So consult an attorney.

Check out local directory listing and call 2-3 good attorneys for an appointment and you will know fees also.

It is better if you consult an attorney who you know from your friends or relatives or known people in the US.

Why would you want a visa that requires you have non-immigrant intent (F) and leave the comfort of a visa that doesn't require you to have non-immigrant intent (H)?
