OPT Denied. Please help!

Urgent help!
My brother's OPT got denied. Because of COVID, schools were closed, so he didn't apply OPT i20 and sent the application to USCIS. That was a mistake. Now the school is saying, as its past 60 days, he cannot apply for i20 and cannot reapply for appeal for OPT.
As the SEVIS shows completed by DSO, he cannot re-enroll in school. What can we do? Please help.

If your OPT has been denied and your 60 days are over then you will not get any additional grace period.

As you said OPT is denied once, so what is the reason for your denial?
