F1 visa is supposed to obtain a means to enter the US while an H1B visa can be obtained from the home country or after completing OPT.

F-1 student visa: It allows part-time employment on campus for students pursuing full-time academic courses, and full-time employment after their graduation (36 months for STEM courses, 12 months for non-STEM).
After expiry of visa, students have 60 days to convert to H-1B visa status or return to their home country.

H-1B work visa: This visa is issued for specialty occupations up to 3-6 years.

An F-1 visa is a student visa that is issued to students only after getting an offer of admission from a college/university in the US. The same is issued after due diligence primarily after ensuring that the applicant has sufficient financial resources to finance his/her studies and is not a potential immigrant to the US.
H-1B visa, on the other hand, is issued to employees of companies for working in the US. The application process for the same is initiated by the employer, not by the individual employee.

H-1B is employer-specific and if an H-1B holder wants to change his/her job, he/she will have to look out for another H-1B sponsor. Job changes are possible on OPT too, but the process is rather simpler than the H-1B process.
