My brother's OPT got denied. Because of COVID, schools were closed, so he didn't apply OPT i20 and sent the application to USCIS. That was a mistake. Now the school is saying, as its past 60 days, he cannot apply for i20 and cannot reapply for appeal for OPT.
As the SEVIS shows completed by DSO, he cannot re-enroll in school. What can we do? Please help.
